Re:        SETTLEMENT PROPOSAL
        by RHETTA B. SWEENEY

Dear Secretary Rubin,

We write to you today to follow up on our settlement proposal sent to you on July 3, 1997. We want to inform you that our State Senator Bruce Tarr as well as other state delegates met with us yesterday. Senator Tarr is willing to assist you in settlement efforts including coming to Washington personally to work with your staff.

Senator Tarr has stated his intentions to contact the U.S. Marshals and Mr. Andrew Hove the FDIC Acting Chairman, as well as others involved with settlement talks to reiterate our position to gain a peaceful resolution immediately. We will forward copies of that correspondence to you once we receive them.

Please advise us who in your office will be handling this request so that we may notify our attorney accordingly.

              Very Truly Yours,

              John and Rhetta Sweeney

cc:        Senator Bruce Tarr
Ms. Nancy J. McGillivray (US Marshal Service via fax 617-223-9726)
Representative John Tierney
Chief Walter Cullen, Hamilton Police
Sheriff Frank G. Cousins, Jr.
