Please have this Memorandum serve as authorization by John and Rhetta Sweeney that you -- Sheriff Cousins; William Shields; Chairman Twining; Heather Ford; David Neill and Chief Cullen -- have our permission to make public statements as to your personal knowledge about our situation in Hamilton, Ma.

Please disclose all information to anyone as to your complete knowledge of the facts, to include but not limited to, what, if any orders have been submitted to you by federal agents or any other federal entity. If you have been supplied with any documentation, please provide us with copies and the date which you received them. What surveillance or attempted surveillance on John and Rhetta Sweeney and their property has been approved by you; please describe all activity in detail. What surveillance or attempted surveillance on John and Rhetta Sweeney has taken place by Chief Cullen individually.

Please provide us with a written statement explaining under what authority Chief Cullen is acting in his participation with the U. S. Marshals in surveillance activities against John and Rhetta Sweeney and their Hamilton property.
